Meanwhile dry roast fennel seed and crush.Set aside.Chop capsicum,tomato,2 green chillies and 2 tbsp coriander leaves and grind to a paste alongwith curd and black seed (kalonji).Sprinkle 1/4 th tsp kalonji to rest of oil and add the masala paste.Add garlic, turmeric,red chilli powder and salt to taste.
- Lightly fry the masala and arrange the fried fish over it.Add little water and boil 2 to 3 minutes.Toss carefully so that masala coats fish.Add 2 chopped green chillies. Sprinkle fennel seed powder and 1.5 tsp mustard oil and toss.Garnish with chopped coriander, slit red chilli and serve with plain steamed rice.
